Security Enhancement of Joint Procedure Based on Improved Elliptic Curve Cryptography in LoRaWAN

AB  - For long-range communication, Long-Range Wide Area Network (LoRaWAN) is the appropriate media access layer protocol. This LoRaWAN protocol connects the end devices and the application server through the gateways. The end devices can join the LoRaWAN network by following two processes such as Over-The-Air-Activation (OTAA) and Activation-By-Personalization (ABP). The joining request from the end devices is unencrypted during the process of OTAA. So, to improve the joining process in OTAA, joining requests from the end devices are encrypted using the improved elliptic curve cryptography (ECC) in this paper. To enhance the performance of ECC, the private key is selected optimally using the Artificial Flora (AF) algorithm. AF algorithm solves some complex, non-linear, discrete optimization problems. The proposed novel method of AF-based ECC (AF-ECC) performance outperforms conventional ECC based on latency, timeout messages, and throughput, which is depicted in simulation results.

The Impact of Soil Microplastic on Insect Diversity and Plastic Decomposition by Insects

AB  - Plastic has been recognized as one of the leading pollutants of all ecosystems. This question has been rarely raised in Serbia, although there is a significant problem with the disposal of communal and agricultural waste. Many wild landfills have been created in past decades in forests near the plasticulture practicing areas and rivers. Plastic materials are degraded by the influence of UV light and various environmental factors, creating smaller particles called microplastics, which are recognized as significantly dangerous to ecosystems. Alluvial planes have been the most endangered due to the horizontal and vertical fluvial activities of the nearby rivers. The influence of soil microplastics on insect communities has not been widely considered and that is why the project EMIPLAST-SoS has been created to investigate insect communities in polluted and unpolluted alluvial soils in Serbia. We compare them in forest and agricultural ecosystems on similar alluvial soils in three locations near three largest rivers in Serbia. Preliminary results from one-season sampling are considered. During the project the influence of the different seasons effects will be investigated. Additionally, we have investigated the rate of plastic decomposition by five insect species in lab conditions (Plodia interpunctella Hubner, Tenebrio molitor L., Zophobas morio Fabr., Achroia grisella Fabr. and Galleria mellonela L.). G. mellonela expressed the highest and the most diverse decomposition of different plastic sources like plastic bags, sponges and styrofoam. The analyses of the obtained plastic residues are still underway.

AB  - The acronym NEET refers to youths aged between 15 and 34 years old who are excluded from employment, education or training. However, historically, the NEET demographic has been depicted as a largely homogenous group. Against this backdrop and given the dependency of rural economies on agricultural practices for survival, such practices have been in decline for a number of years, seriously threatening rural communities’ sustainability. While these rural NEETs can present as registered unemployed and also within the reporting statistics of various different state-funded initiatives, interventions and programmes, in the case of Rural NEETs, there is a dearth of reporting categories that highlight the specificity of this group resulting in their presence being largely overlooked within official dissemination. In order to advance this emergent field of research, presented here is a Rapid Evidence Assessment protocol that will aid future work of the authors and for others to adapt and/or adopt.

AB  - Sustainable rural development is vital to the economic and environmental
viability of the Serbia. Serbian rural population relies on agriculture for their
livelihoods. Making agriculture in rural areas sustainable and competitive is
not an easy to achieve. Authors highlighted the new challenge for this goal.
The European Commission withdraws chemicals for preventing sprouting of
potato (Commission Implementing Regulation (EU) 2019/989). Faced with
this demand, potato producers have to find a way how to stay competitive on
a current market, and do not additionally harm already fragile environmental
state. Authors in this article propose the use of essential oils for prevention
the potato sprouting. Exploring different kind of essential oils to solve this
problem, researchers obtained useful results. There is a new option to encourage
use of essential oils in potato production. So, producers will avoid new
significant production costs, stay in the competitive race to the production
line, and enhance sustainable development of rural areas.

AB  - Rural youth are influenced by a wide range of uncertainties regarding their personal and professional development. Rural youth and in particular rural NEETs (Not in Employment, Education or Training) are especially vulnerable and face higher risks of labour market, social and economic exclusion. This paper aims to analyse the determinants of the dynamics of rural NEETs in three post-transitional countries (Bosnia and Herzegovina, North Macedonia and Serbia) compared to the EU-28 average and to Ireland as an example of an established EU member state with over 50% of its population living in rural areas that can act as a benchmark for effective policy implementation to address challenges of marginalized youth, during the 2009-2019 period. The dynamics of rural NEET status and the efficiency/adaptability of regional development policies are revealed through analysis of macro and socioeconomic factors as well as specific employment-related indicators disaggregated by gender and degree of urbanisation. The comparative analysis indicates deficiencies in regional development policies among post-transitional countries and the potential to adapt modern European practices and policies for improving the rural NEETs' position.

AB  - The aim of this paper was to show the role and importance of agricultural advisers in the development and implementation of information and communication technologies (ICTs) in a path to the more sustainable agriculture, and achieving the SDG2 Zero Hunger of the UN 2030 Agenda. There are a lot of challenges in the efforts to develop so-called "hi-tech agriculture" and smart farming in the Republic of Serbia. This research is conducted on the territory of the Nisava district in three municipalities: Merošina, Gadžin Han and Niš. The obtained data were statistically processed and presented through tables and charts. Agricultural advisors play an important role in the digital literacy of agricultural producers on their pace to implement in practice principles of hi-tech agriculture. abstract = "The aim of this paper was to show the role and importance of agricultural advisers in the development and implementation of information and communication technologies (ICTs) in a path to the more sustainable agriculture, and achieving the SDG2 Zero Hunger of the UN 2030 Agenda. There are a lot of challenges in the efforts to develop so-called "hi-tech agriculture" and smart farming in the Republic of Serbia. AB  - This chapter investigates the role of Environmental Citizenship within the twenty-first-century societal issues of human activities – urban development, transport systems, tourism, and cultural heritage. The first part of the chapter analyses the relationship between Environmental Citizenship, urban development, and cultural landscapes. Cities are home to the majority of the world’s population and are responsible for most of the resource consumption and waste production, which places them in the focus of Environmental Citizenship discourses. The issues of urbanisation and Environmental Citizenship are followed by issues of sustainable transport that, among others, have a goal of reducing transport disadvantage of marginalized social groups. Cultural heritage is identified as a new fourth pillar of sustainable development (along with environment, economy and society), and its role in Environmental Citizenship is explored. Sustainable tourism is reviewed using new approaches that have adopted elements of Environmental Citizenship and were introduced as a reaction to unsustainable mass tourism. Finally, the chapter presents certain practices of Environmental Citizenship within the investigated fields of expertise that could be promoted and implemented elsewhere.

Peace and justice are recognized as important drivers in creating a sustainable society by bridging the Global North/South divide, the gap between rich and poor, the gap between developed and developing countries, and erasing the increased possibility of isolating marginalized groups such as migrants, woman, and disabled people. This book details how interested parties can, must, and are getting ahead of the curve to promote peace, provide access to justice, and build accountable institutions for all. AB  - Universities are central players and important economic actors in many regions, and many of them are, in general, nationally and internationally active in respect of matters related to sustainable development. But there is a paucity of research which examines their contributions towards sustainability efforts at the local level, i.e. in the places they are situated. This paper addresses this need, by reporting on a qualitative study deploying a Matrix, which allows an analysis and reporting of regional sustainable development initiatives of a set of 22 universities in industrialised and developing countries. Recommendations to enhance their role are provided, including the importance of pursuing partnerships and joint initiatives, understanding the need of local communities, and making their know-how more widely available. The scientific value of this research is related to the understanding of how the interaction between universities and local communities happens and by shedding light to this topic, it supports universities to improve their own actions. Its implications are two-fold: it demonstrates the potential of universities as local players and outlines the range of activities they may engage with, and which may allow them to act as pillars to local sustainability initiatives.

Rad ima značajnu pragmatičnu vrednost i predstavlja osnovu za definisanje strategije neophodne valorizacije kulturno-istorijskog nasleđa, ne samo s kulturnog, već i sa ekonomskog aspekta. Valorizacija je značajna kako bi se jasno definisali prioriteti u očuvanju bogatog kulturnog nasleđa za buduće generacije, imajući na umu nerešeno pitanje statusa pokrajine. U procesu normalizacije odnosa između Beograda i Prištine, uz posredstvo međunarodne zajednice ostaje nedvosmisleno jasna činjenica da je neophodno pronaći adekvatne modele zaštite kulturno-istorijskog nasleđa srpske zajednice. Zaključuje se da proces valorizacije u uslovima koji trenutno vladaju na Kosovu jeste veoma skup i komplikovan zadatak koji će se teško realizovati u bliskoj budućnosti. Rad predstavlja inicijativu za širu diskusiju o načinu turističke valorizacije bogatog kulturno-istorijskog nasleđa na način koji će zadovoljiti sve aktere na ovoj teritoriji.

AB  - Pojam održivog razvoja u savremenom svetu eksploatiše se kao osnovni koncept opstanka
civilizacije kakvu poznajemo. Shodno tome, tema bezbednosti i sigurnosti urbane sredine,
kao ljudske potrebe za psihološkim blagostanjem, predstavlja važan segment kvaliteta urbanog života. Inicijative za urbanu bezbednost sastavni su deo aktuelnih tema globalizacije i
integracije prostora, kao i pitanja koja se odnose na održivi razvoj, ograničenost i neefikasnost korišćenja prirodnih resursa i neadekvatne svesti o rizicima koje nose globalne klimatske promene. Akcioni plan Evropske unije u oblasti zaštite životne sredine posebno je
označio potrebu za aktivnostima koje savremene gradove čine održivijim (European Action
Programme to 2020).
Urbanizacija je oduvek sa sobom nosila rizike, koji su i danas prisutni na gotovo identičan
način. Na primer, kvalitet vazduha zabrinjavao je stanovnike Londona u XVI veku na isti
način kao i današnje stanovnike Beograda u kojem su kompetentne agencije kvalitet vazduha klasifikovale u najlošiju kategoriju na osnovu usvojenih regulatornih dokumenata.
Veliki gradovi su složeni sistemi čiji pojedinačni delovi (podsistemi) mogu relativno lako i
brzo postati uzrok sistemske neravnoteže. U takvim situacijama se postavlja pitanje stepena
bezbednosti kao jedne od ključnih komponenti kvaliteta života i životnog prostora. Iako je
prepoznata nužnost da bezbednosna politika bude inkorporirana u svaki deo procesa prostornog planiranja, beleži se značajan raskorak između znanja i veština i njihove primene u
realnim okolnostima. Ključno pitanje je na koji način se u aktuelnom trenutku u izradi planskih dokumenata uključuje rizik od različitih opasnosti koje prete održivosti urbanog sistema. Takvi rizici su mnogobrojni i različiti počev od epidemija, požara, različtih oblika dru-
štvenih sukoba, i drugih. U analizama urbanih sredina važno je posebno razmotriti elemente
koji definišu urbanu sredinu (ulice, prolaze, zgrade, parkove, javne površine), kao i njihove
tehničke elemente (transportni sistemi, osvetljenje, sistemi oglašavanja, kontrola pristupa,
elemente prostorne orijentacije).
Rad je kreiran u cilju analize uticaja bezbednosnih faktora na urbani razvoj Beograda u različitim periodima njegovog rasta i razvoja. Urbanističke koncepcije razvijane u socijalistič-
kom periodu bile su u značajnoj meri kompatibilne sa principima održivog razvojaURBANA BEZBEDNOST I URBANI RAZVOJ 325
(Sustainability and Socialism: Socio-ecological ideas in urbanization of New Belgrade,
2016), dok poslednje dve decenije tranzicionog perioda karakteriše haotičnost i po mnogim
aspektima zabrinjavajuća urbana bezbednost, koja negativno utiče na blagostanje društva u
celini. Jedan od uočenih rizika za održivi razvoj Beograda tokom 1990-ih i 2000-ih godina
bila je nekontrolisana i bespravna gradnja, čije su posledice dugoročne. Institucije sistema
osetile su se kao nemoćne, a široko eksploatisan pojam „političke volje“ predstavljao je
opravdanje za nepostojanje adekvatnog rešenja kojim bi se sprečila bespravna gradnja.
Nažalost, ni aktuelna normativnopravna regulativa nije implementirana u praksi, tako da
su nastavljeni zloupotreba javnih prostora, nepoštovanje bezbednosnih normativa gradnje
i narušavanje kvaliteta života građana. Mnogobrojne izveštaje međunarodnih institucija i
organizacija koji ukazuju na neodrživost takvih aktivnosti – donosioci odluka ne prihvataju sa adekvatnom pažnjom (The Global Risks Report 2016, WHO Collaborating Centre
for Research on the Epidemiology of Disasters – CRED). Iz tog razloga, dešava se da su
gubici u određenim vanrednim situacijama katastrofalni, uprkos činjenici da se u naučnoj
i široj javnosti nikada nije više pisalo i govorilo o bezbednosti, niti postojalo toliko visokoškolskih ustanova, instituta, kao i nevladinih i drugih organizacija koji se njome bave.
Gotovo da se može zaključiti da je rast aktuelnosti pojma bezbednosti u naučnoj i široj javnosti obrnuto proporcionalan implementaciji osnovnih principa održivog razvoja u društvu
u kojem živimo. Naučna i stručna javnost ostaje na marginama dešavanja, a urbani razvoj
Beograda poslednje decenije karakteriše prodor privatnih investicija, neoliberalnog tržišta,
formiranja novih urbanih zona na periferijama grada, komercijalizacija centra i urbana
džentrifikacija pojedinih zona. Ovakav način donošenja odluka nužno vodi do naprezanja
sistema do krajnjih granica.
Kroz istoriju su brojni slučajevi razaranja čitavih gradova u katastrofama. U svakom od
primera može se zapaziti manji ili veći uticaj faktora nepoštovanja određenih urbanistič-
kih propisa neophodnih za bezbednost stanovnika grada (od požara u Londonu 1666. godine, zemljotresa u Kobeu 1995. godine, uragana Katrine u Nju Orleansu nakon 2005, do
nuklearne katastrofe u Fukušimi 2011. godine). Takođe treba imati u vidu i poplave koje
su 2014. godine uništile Obrenovac, čija obnova još traje. Rad zastupa stav da je racionalno delovanje moguće ostvariti isključivo kroz razumevanje smisla pojave, procesa i
stanja u istoriji urbanizacije grada koji utiče na ljudsku, a samim tim i nacionalnu
bezbednost.
Stoga je sa aspekta bezbednosti razmotreno nekoliko ključnih tačaka iz istorije urbanog razvoja Beograda, kako bi se sagledale složene relacije između izgrađene sredine i moguće podesnije implementacije koncepta održivog razvoja, kao osnove budućeg opstanka. U ovim
aktivnostima nužno je inicirati ulogu nauke i struke radi postizanja opšteg društvenog konsenzusa o bezbednosnim rizicima i pretnjama održivom razvoju (Annual Report of the Government Chief Scientific Advisers 2014). Pri tome je važno naglasiti da je nužno da donosioci odluka imaju na umu da je planiranje neizostavan deo procesa odluke „zašto i kako
nešto uraditi“, dok je istovremeno potrebno imati na umu i sve moguće prepreke u relizaciji
odluke i njenim (kratkoročnim ili dugoročnim) posledicama na budući razvoj.
Dakle, rad otvara pitanje bezbednosnih faktora i pretnji održivom urbanom razvoju Beograda u različitim periodima njegovog rasta i razvoja, i to na primeru opštine Novi Beograd i
opštine Grocka. Veliki gradovi su složeni sistemi čiji pojedinačni delovi (podsistemi) mogu326 URBANA BEZBEDNOST I URBANI RAZVOJ
relativno lako i brzo postati uzrok sistemske neravnoteže. Tada iskrsava pitanje stepena
bezbednosti kao jedne od ključnih komponenti kvaliteta života i životnog prostora. Ujedno,
bezbednost i sigurnost urbane sredine predstavljaju sastavni deo aktuelnih tema globalizacije, integracije prostora i održivog razvoja. Iako je zapažena nužnost da bezbednosna politika bude inkorporirana u svaki deo procesa prostornog planiranja, beleži se značajan raskorak između znanja i veština, i njihove primene u realnim okolnostima. S tog stanovišta, mo-
žemo sagledati razlike između planski projektovanih celina i nelegalnih, spontano nastalih
naselja u Beogradu. U poslednje dve decenije urbani prostor Novog Beograda postao je u
procesu savremene reurbanizacije složeniji i integrativniji, čime se dokazala održivost otvorenog plana funkcionalnog grada koji se može adekvatno nositi sa promenjivim zahtevima
razvoja. Nasuprot tome, u periodu kada se planski razvija opština Novi Beograd, eskalirala
je nekontrolisana i bespravna gradnja na drugom kraju Beograda, u opštini Grocka, posebno u naselju Kaluđerica (1967–1986). Tokom poslednjih decenija bespravna gradnja je
identifikovana kao rizik za održivi razvoj Beograda, a njene dugoročne posledice odrazile
su se i na blagostanje društva u celini. Institucije sistema videle su se kao nemoćne, a
usvojeni zakonski akti nisu implementirana u praksi, tako da je nastavljena zloupotreba
javnih prostora, nepoštovanje bezbednosnih normativa gradnje i narušavanje kvaliteta života građana. Iz tog razloga, u radu se zastupa stav da je radi postizanja opšteg društvenog
konsenzusa o bezbednosnim rizicima i pretnjama održivom razvoju grada važno da donosioci odluka imaju na umu da je planiranje neizostavan deo procesa odluke „zašto i kako ne-
što uraditi“ i da je neophodno inicirati ulogu nauke i struke.

bezbednost i sigurnost urbane sredine predstavljaju sastavni deo aktuelnih tema globalizacije, integracije prostora i održivog razvoja. Iako je zapažena nužnost da bezbednosna politika bude inkorporirana u svaki deo procesa prostornog planiranja, beleži se značajan raskorak između znanja i veština, i njihove primene u realnim okolnostima. S tog stanovišta, mo-
žemo sagledati razlike između planski projektovanih celina i nelegalnih, spontano nastalih
naselja u Beogradu. U poslednje dve decenije urbani prostor Novog Beograda postao je u
procesu savremene reurbanizacije složeniji i integrativniji, čime se dokazala održivost otvorenog plana funkcionalnog grada koji se može adekvatno nositi sa promenjivim zahtevima
razvoja. Nasuprot tome, u periodu kada se planski razvija opština Novi Beograd, eskalirala
je nekontrolisana i bespravna gradnja na drugom kraju Beograda, u opštini Grocka, posebno u naselju Kaluđerica (1967–1986). Tokom poslednjih decenija bespravna gradnja je
identifikovana kao rizik za održivi razvoj Beograda, a njene dugoročne posledice odrazile
su se i na blagostanje društva u celini. Institucije sistema videle su se kao nemoćne, a
usvojeni zakonski akti nisu implementirana u praksi, tako da je nastavljena zloupotreba
javnih prostora, nepoštovanje bezbednosnih normativa gradnje i narušavanje kvaliteta života građana. Iz tog razloga, u radu se zastupa stav da je radi postizanja opšteg društvenog
konsenzusa o bezbednosnim rizicima i pretnjama održivom razvoju grada važno da donosioci odluka imaju na umu da je planiranje neizostavan deo procesa odluke „zašto i kako ne-
što uraditi“ i da je neophodno inicirati ulogu nauke i struke.",

AB  - Održivost gradova je u naporima implementacije Agende 2030 prepoznata kao jedan od najvažnijih zadataka savremenog društva i kao takva konkretizovana u cilju broj 11. Na koji način planirane mere u ovom cilju implementirati u svakodnevnicu gradova u Republici Srbiji je pitanje koje je usvajanjem Agende 2030 dodatno aktuelizovano. Koristeći istorijsko-interpretativni pristup u domenu urbanih studija, analizu i kvalitativno istraživanje ekoloških aspekata urbanih struktura ovaj rad stavlja u perspektivu urbanističke postavke iz istorije urbanizacije Beograda koje su imale pozitivan odnos u cilju adekvatne društveno-ekološke razmene, odražavale postojanje brige donosioca odluka o zaštiti životne sredine i uticale na unapređenje kvaliteta života njegove populacije. 
Poslednjih decenija je izražena svest da se učini više u smislu unapređenja urbanog okruženja, kako bi se pomirile društveno-ekonomske težnje čoveka sa njegovom pripadnošću prirodi. Globalna ekološka paradigma uticala je da arhitektonsko i urbanističko projektovanje napreduje kroz projekte za očuvanje životne sredine primenom savremenih tehničko-tehnoloških rešenja i putem održivog urbanističkog planiranja. Određene nedoslednosti u razvoju Beograda u postsocijalističkom tranzicionom periodu doprinele su vidljivosti generisanih urbanističkih problema. Radi napred navedenog javila se vitalna potreba za regeneracijom gradske strukture u pravcu postizanja održivog razvoja grada. U tom kontekstu ovaj rad otvara pitanja unapređivanja savremene arhitektonske i urbanističke prakse u Beogradu u cilju smanjenja pritisaka kontinuirane urbanizacije na životnu sredinu. Rezultati su potvrdili potrebu da se pozitivni principi sa aspekta društveno-ekološke razmene, koji su korišćeni u urbanizaciji Beograda u prošlosti, koriste kao modeli u kreiranju inovatnih pristupa u održivom urbanom planiranju. Na taj način bi se približili konceptu savremenog, održivog društva i implementirali na adekvatan način cilj 11 Agende 2030 koji se odnosi na razvoj gradova koji su sigurni, inkluzivni i otporniji na opasnosti kojima su izloženi.
AB  - The sustainability of cities has been recognized in the UN 2030 Agenda, as one of the most important tasks of contemporary society. The adoption of 2030 Agenda has put a spotlight on the mechanisms of implementation of this task in everyday life of Serbian cities. Herein, we applied historical-interpretive, qualitative methods in the analysis of environmental aspects of urban structures from the perspective of urban concepts in the history of Belgrade that have had a positive impact on social-environmental exchange, environmentally responsible policy making, and the quality of life achieved by its residents. Over the past few decades, the awareness about the importance of urban environment improvements in reconciling the socioeconomic aspirations with man’s connection to nature, has been raised. The global ecological paradigm has facilitated architectural and urban design to advance via environmental protection projects that apply modern technology and sustainable urban planning. The inconsistencies in the development of Belgrade during the post-socialist transition period contributed to the visibility of urbanistic problems. All this produced an urgent need for city structure regeneration and sustainable urban development. In this context, it is essential to search for potential improvements of the contemporary architectural and urban practice that could alleviate the pressure of ongoing urbanization on the environment. Our findings show that positive principles of social-environmental exchange that have been employed in the previous period of urbanization of Belgrade represent viable models for creating innovative approaches in sustainable urban planning. This could help in implementing the concept of modern sustainable society and in making cities inclusive, safe, resilient and sustainable (2030 Agenda Goal 11).

AB  - As current projections indicate that the majority of the world’s future population will live in urban areas, cities play a central role in the pursuit of sustainable development. This recognition materialized through the inclusion of Sustainable Development Goal 11 (SDG11): ‘Make cities and human settlements inclusive, safe, resilient and sustainable’ in the post-2015 goals. To strengthen resilience, adaptive capacity, and adaption to climate impact, related hazards, and associated risks, cities need to have a greater role in the local development of natural resource planning and management, with broader access to resources and a more decentralized governance structure. This book will use empirical analysis to address challenges associated with SDG11 implementation such as localizing actions, cross-cutting, preparing data and indicators, establishing processes and structures to measure SDG progress, and communicating the SDG to a wider audience.The book consists of three chapters orienting readers new to the SDG agenda and illustrating how to approach SDG11 implementation at a local level. Chapter 1 provides insights into the importance of cities in SDG discourse. The chapter explains the role of cities and human settlements in achieving sustainable development and explores the interactions between different international discourses on cities, 
2 SDG11 – Sustainable Cities and Communities such as the sustainable agenda 2015–2030, the Paris Agreement, the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) and Habitat-III and the New Urban Development Agenda (NUDA). Chapter 2 describes briey the importance of SDG localisation and related processes, the cross-cutting nature of SDG11, and the process of initi-ating SDG11 implementation; it explores step-by-step suggestions for local authorities and stakeholders as they dene, plan, and implement strategies for achieving SDG11. It further elaborates on implementation challenges, particularly communication, localizing actions, reporting, and its cross-cutting nature. Chapter 3 explores SDG stories, reaecting on policies and strategies from different cities, countries, and regions – the Middle East (Amman City), Europe (Serbia) – including actions that integrate SDGs into local, regional, and national plans to improve natural resources management, reduce greenhouse gas (GHG) emissions and develop urban adaptation and resilience strategies to help decision-makers, planners, and practitioners achieve SDG11. It also promotes an enabling environment, methodology, tools, and mechanisms, which can be adapted to different contexts to help achieve sustainable development.

AB  - Numerous scientific research studies all over the world have addressed the problem of
agriculture in the 21st century as being particularly sensitive to climate change, which has caused
phytopathogenic bacteria to spread. Therefore, there is a clear and urgent need to contain this
kind of risk in agricultural production (both conventional and organic farming). The objective
of this study was to determine the antibacterial activity of 30 essential oils (EOs) against three
harmful plant pathogenic bacteria of agricultural importance, Erwinia amylovora, Xanthomonas
campestris pv. campestris and Pseudomonas syringae pv. syringae. The study included in vitro
testing, using an agar-diffusion assay. The EOs of Ceylon cinnamon (leaf and bark), oregano,
clove bud and palmarosa revealed antibacterial activity against the test bacteria, and the
maximum mean inhibition zone diameters of 35 mm was found against E. amylovora and X.
campestris pv. campestris (highly sensitive reaction), while it was smaller in the case of P. syringae
pv. syringae, from 18.25-26.25 mm (sensitive to very sensitive reaction). Maximum diameter of
the zone of inhibition (35 mm) was obtained using basil and peppermint against E. amylovora,
and rosemary, blue gum and camphor tree against X. campestris pv. campestris. Not a single
EO inhibited P. syringae pv. syringae with the resulting total diameter zone of 35 mm, and this
test bacteria was resultingly classified as the least susceptible bacterium of the three tested.
EOs of lemongrass, aniseed, ylang ylang, silver fir, lemon, dwarf mountain pine, bay laurel and
scots pine caused sensitive reaction of the tested bacteria. Peppermint, black cumin, Indian
frankincense, bergamot orange, common juniper, bitter orange and neem produced variable
reactions from total to weakly or no inhibition at all. Weakly activity was found in niaouli and
Atlas cedar. Eastern red cedar, patchouli, Indian sandalwood and ginger caused no reaction of
any of the test bacteria. The results offer a basis for further work based on in vivo testing for the
purpose of developing “natural pesticides” for control of phytopathogenic bacteria, thus giving
a significant contribution to reducing yield losses in agriculture and sustainable development

Corporate sustainability and responsibility and disaster risk reduction: A Serbian overview

AB  - Numerous risks in global community represent significant risk for the future sustainable development. Serbia is exposed to various risks and international help is sometimes needed. This paper presents limitations of Serbian emergency services, business community, as well as insurance and reinsurance market, in the process of reducing environmental risks in disaster. Serbian environment is vulnerable because of irresponsible behavior of some parts of industry sector. They do not apply the concept of corporate social responsibility in a greater scope. Analysis of the data presented in the paper show that there is a lot of room for improvement despite some positive changes in business community and recent efforts in the process of disaster risk reduction. In Serbia there is obvious need for adaptation of the widest contemporary concept of Corporate Sustainability and Responsibility perspective: CSR 2.0. This concept will contribute to increasing of organizational competitiveness and more adequate response of stakeholders to disaster.

AB  - We investigated metal accumulation in bamboo leaves during three seasons at three urban locations differing in pollution levels. The higher content of Cu, Pb, and Zn in the leaves was in correlation with the highest bioavailable content of these elements in the soil at the most polluted location. The content of leaf trace elements was higher in summer and autumn compared to spring. Scanning electron microscopy with energy dispersive X-ray spectroscopy showed that Si accumulation in bamboo leaves was the highest in epidermis and vascular tissue, and was co-localized with trace metals. Analysis of phytoliths showed co-deposition of Al, C, and Si, implying the involvement of Si in metal detoxification. Compared to a common urban tree, linden, bamboo showed better capacity to maintain cellular redox homeostasis under deteriorated environmental conditions. The results suggest that bamboo can be efficiently used for biomonitoring of air and soil metal pollution and remediation in urban areas.

Mitigation socio-economic inequalities in Serbian rural areas - one step closer to welfare economy

AB  - This paper is the result of research about the ricing rural urban migration in the Republic of Serbia and significant socio-economic inequlities in it despite institutional efforts to mitigate this issue. Authors found the initiative for this research in European rural development strategy for period 2014-2020, which highlighted the efforts to meet the wide range of economic, environmental, and social challenges of the 21st century. Therefore, authors investigate how it is possible to improve wellbeing in Serbian rural area. In the period of creation of paper policy makers faced with growing pressure to "do something because many experts and reports confirmed that results of previously adopted policies are far from expected. Authors addressed the special need of improvement current policies and make them more efficient. The methodology used during the paper preparation process is in accordance with those used for similar social scientific research: descriptive, comparative, and content analysis. Financing rural development in the (post) recession period has completely different dimension from those in urban areas. Of course, authors are aware that this issue is very controversial in aspect of economic and social discourse, and therefore used a set of dimensions and indicators describing the condition and extent of rural inequality. Numerous experts highlighted pro poor growth and community based risk reduction policy as the most important issue in the approaching of welfare economy in rural area. The paper suggests a number of entry points for further research that could be uses to better align socio-economic inequalities. The paper shows how rural policy can be refined and targeted to tackle these multi-faceted problems in the most appropriate way for the benefit of rural community.

Why should security aspects be more seriously considered in development of Serbian tourism industry?

AB  - Tourism today starts to be a part of everyday life for millions of citizens all over the world. According to the Travel&Tourism Competitiveness Report 2013, security is among the critical factors determining the competitiveness of a country’s tourism industry. The most common reasons that are usually given are growing threats of terrorist acts, relatively high level of crime in the region and unknown diseases. The World Tourism Organization stated that one of the factors limiting the development of the industry is that issues related to security in tourism are not sufficiently regulated. The statistics show that the vast majority of organizations in tourism infrastructure are operating at a loss due to terrorism and natural disasters. This statement was particularly confirmed after a great decrease of tourist visits to Puket and New Orleans after the horrible natural disasters (tsunami and hurricane Katrina, respectively). The question which arising in scientific and public community is: ‘’How to provide the adequate level of security for tourists.’’ Tourism is announced as one of the priorities in future development of the Republic of Serbia. The author used the methodology appropriate for social science. The study results have indicated an urgent need for acceptance of holistic approach regarding the issue. Tourism industry has to recognize the importance of security in its daily activities and in these efforts needs to closely cooperate with security services on the local and national level.
AB  - Turizam postaje deo svakodnevice za milione ljudi širom sveta. Prema izveštaju Svetskog Ekonomskog Foruma Travel & Tourism Competitiveness Report 2013, bezbednost spada u kritične faktore koji određuju konkurentnost turističke industrije jedne zemlje. Najčešći razlozi koji se obično daju jesu rastuća pretnja od terorističkih akata, relativno visoka stopa kriminala u regionu, kao i nepoznate bolesti. Svetska turistička organizacija saopštila je da je jedan od faktora koji limitiraju razvoj ove privredne grane taj što pitanja vezana za bezbednost u turizmu nisu adekvatno regulisana. Statistike pokazuju da velika većina organizacija uključenih u turističku infrastrukturu posluje sa gubicima usled terorizma i prirodnih katastrofa. Ova izjava naročito se potvrdila posle velikog pada turističkih poseta Puketu i Nju Orleansu nakon strašnih prirodnih katastrofa (pogođenih cunamijem i uraganom 'Katrina'). Pitanje koje se javljau naučnoj i stručnoj javnosti jeste: 'Kako obezbediti adekvatan nivo bezbednosti za turiste?'. Turizam se najavljuje kao jedan od razvojnih prioriteta Republike Srbije u budućnosti. Autorke su koristile metodologiju primenjivu u društvenim naukama. Rezultati studija su ukazali na hitnu potrebu za pronalaženjem holističkog pristupa ovom problemu. Turistička industrija mora da prepozna značaj bezbednosti u svojim svakodnevnim aktivnostima i da u svom radu blisko sarađuje sa bezbednosnim službama na lokalnom i nacionalnom nivou.

AB  - lmprovement of the economic competitiveness of the Republic of Serbia in light of enhancing the economic situation is a significant issue for decision-makers, but also for all other interested parties. Within competitiveness strengthening, the pillar concerning infrastructure has almost permanently been evaluated poorly in many reports by both international and domestic experts. It is beyond any doubt that traffic infrastructure presents an Achilles' heel of Serbia. Considering that Serbia is exposed to a considerable number of risks, both natural and anthropogenic, it is necessary to invest more efforts to protect it adequately. This paper deals with the protection of traffic infrastructure which has been marked as the most vulnerable in emergencies. Traffic infrastructure is the basis of economic development, construction creates new jobs and accelerates economic recovery so necessary for Serbia. ln the anticipation of an interdisciplinary response to the dangers that threaten Serbia, it is necessary to create a new concept of protection, which in addition to an engineering approach includes the social component. Serbia is on the right path in building the traffic infrastructure, but there remains space to conceive the manners to pursue it duly for a longer period and to avoid catastrophe /losses which happened in the past in many parts of the country.

AB  - Bearing in mind the negative aspects of climatic changes, the increase of the number of natural and technological catastrophes worldwide as well as the wars in Africa and in the Near East, a large number of migrants have appeared; they struggle to get to wealthy West European countries searching for safety and better life. In addition to the
economic migrants, as well as the refugees from war-devastated territories, there appears to be a new form of refugees: environmental refugees. Considering the studies of many international organizations as well as scientific circles related to climatic changes, which suggest that the negative effects of climatic changes will be even more pronounced in the future, the problem of environmental refugees becomes even more significant. Current migrant crisis shows all weaknesses of the Dublin system, as well as the weaknesses of the
entire system of migration management in the European Union in general. Moreover, European solidarity that has been emphasized on countless occasions before has almost completely failed in case of the current migrant crisis, showing all its shortcomings. The lack of desire to face the problems of migrants ―storming‖ the Union borders more seriously has deeply disturbed long built neighbourliness among the member-countries. As the consequence of that the fences are being raised on both external borders and on the borders between the Union Member States, which has seriously brought the Schengen system into question. In this paper the authors have attempted to suggest in which way the migrant crisis might be solved. The paper, therefore, suggests to the serious problem related to the precise defining of the concept of environmental refugees at the international level, the growth of their number, as well as the negative consequences that will lead to the
increase of their number in the EU. It has also been suggested to the weaknesses of the existing regulations on migration management in the Union and the need to change the existing legal framework. Statistic and normative methods have been used in the paper, as well as legal-logic methods of induction and deduction.

AB  - The impact of emergencies on the operations of economic entities is a topic that is in the Republic of Serbia or Voivodina, paid very little attention, in contrast to developed European countries. Therefore, the application of ISO  22301: 2012 is gaining in importance. The study revealed the following: a) the standard is not yet officially translated into Serbian ,b) economic entities on the territory of AP Vojvodina (at least those important ones) now are not very interested in the implementation of this standard on their own operations; c) in many businesses in the area of AP Vojvodina tasks of importance for business in emergencies perform inadequately qualified persons,' d) awareness of economic operations
about the need for preventive action in case of declaration of emergency is insufficiently expressed; in this regard, it is necessary to provide substantial financial resources for the implementation of this standard, conduct training responsible people to assist in the application in practice, but also raise awareness about the need to increase the resistance
of economic entities in the event of a declaration of emergency. ln this paper authors used two methods: the positive legal method, as well as the legal and logical method of induction and deduction.
